Research and analysis of the current situation    

Researching and analysing the current situation comprises the introductory phase of the project and is tied to the implementation of the other activities of the project. Its objectives are to evaluate the current state in Serbia of discrimination in the educaton system and to compare it to examples of good practice in the EU, the current legal framework and the available mechanisms for rights protection as well as their implementation.

Besides comprehensive analyses of international, European and national legal frameworks on discrimination and the procedure for rights protection, the activities encompassed consultative meetings with representatives of beneficiaries – from the Ministries of Education and Science, representatives of other state bodies, representatives of the non-governmental sector and academic community. Within the framework of researching and consulting with beneficiaries and the expert public, the suitability of existing instruments for rights protection, awareness of discrimination issues in the education system, the quality of the implementation of the existing instruments on rights protection were examined in detail, and alternative views of resolving discrimination issues were considered (including comparative examples of best practice). The results of the research, collected materials and consultations with interested actors, in accordance with the project’s aims, serve to implemement the rest of the project’s activities, in particular the educational activities and will aid the preparation of a bylaw on the subject of discrimination in the education system.

A working group meeting was held on 18th October 2011 in the office of the Equality Protection Commissioner. Besides the meeting with interested institutions and organizations, team members conducted a series of discussions and meetings with other relevant representatives of different institutions.

The Belgrade Centre for Human Rights in 2012-2013 successfully implemented the project entitled Promoting Responsible and Professional Reporting on the Selected Issues of Discrimination, Violence in Society, the Right to Education and Transparency of Government Decision-Making, thanks to the support of The Balkan Trust – The Project of the German Marshall Fund. Enhancing Efficiency and Visibility of Independent Regulatory Bodies in Serbia

During the project, Belgrade Centar for Human Rights will keep track of the effectiveness of the on-ground implementation of recommendations issued by the Ombudsperson (the State Ombudsman, Provincial Ombudsman and the local branch offices in Presevo, Bujanovac and Medvedja) and the Equality Commissioner on the territory of 10 strategically selected cities/municipalities in Serbia by focusing on Albanian, Bosniak and Hungarian national minorities. Our Tomorrow – Chance for a New Beginning

The project aimed to contribute to the promotion of the rights of young people through their perceptions of their own future. In November, they had the opportunity to participate in a creative competition, win a prize and present their work. There was also a visit to the Juvenile correctional facility in Krusevac where young people from the majority population met and socialized with young people who had different life experiences. 18 December: International Migrants Day

Today is 18 December, the day declared International Migrants Day by the UN General Assembly. On 18 December 1990, the UN General Assembly adopted the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, the only UN human rights convention Serbia has not ratified. The Belgrade Centre for Human Rights would like to alert on this day that over 360 asylum seekers are awaiting decisions on their asylum applications in Asylum Centres in Serbia, while another 110 people are spending their days and nights in open air, without any shelter or protection, waiting for accommodation in the Centres.
