The winner of the Konstantin Obradović Award for the Promotion of Human Rights Culture for 2003 is Dr. Gordana Matković, Minister for Social Rights in the Government of Serbia. The award was established by the Belgrade Centre for Human Rights to honour the memory of its founder and deputy director, professor Dr. Konstantin Obradović, one of the foremost Yugoslav and international experts in humanitarian law, and an active combatant for the cause of human rights. Konstantin Obradovic died on 10 March 2000.The members of the jury were – Filip David, Dr. Vojin Dimitrijević and Dr. Vesna Pešić. In its decision the jury was guided by the wish to emphasise the importance of human rights based on solidarity and to rebuke the prejudice that a member of government cannot be the recepient of an award bestowed by a non-governmental organisation.
The award will be presented on 18 January 2004, at 12 a.m. in the Theatre of Film Archives, Kosovska 11, Belgrade.
