This was the project started in 1999 and lasted in the year 2000. The main goal of the second phase of the project has been to update and further develop some of the issues discussed during the first year of the project implementation, to add some new topics and to, through series of town hall meetings, present its proposals to the public in order to encourage debate on fundamental issues at the local level.The topics of position papers were: “Nationalism and remnants of Stalinism as major obstacles in the implementation of human rights”, Vojin Dimitrijević; “Local governance- experiences and plans”, Zoran Lučić; “The reduction of the burden of courts and the introduction of notaries-public”, Leposava Karamarković and Gordana Mihajlović; “Criminal procedure- reforms needed for safeguarding human rights during detention, pre-trial procedure and trial”, Dušan Slijepčević, Goran Čavlina, Božo Prelević and Ivan Bajazit; “Enforcement of judicial decisions (civil and criminal)”, Leposava Karamarković, Radmila Dičić Dragićević and Jovan Stanojević; “The removal of harmful consequences of previous property laws”, Vlastimir Janković and Branislav Janković; “Gender equality in marriage and family”, Sanja Lekić and Mirjana Pavlović; “The moral and proprietor aspects of existing law and practice in the field of authorship”, Ravijojla Kastratović and Neda Antonić and “The failure of privatization in Yugoslavia”, Jelisaveta Vasilić.
